The city they live in is plagued with rats, sickness, and starvation and they struggle to survive but are willing to suffer out of interest in the drug. Downers see the world for what it really is, which, for them, is a horrific reality. The downers are people who refuse to take the makes-you-happy-all-the-time drug called “joy”. The We Happy Few populations are categorized into 3 different types of people, downers, joy users, and enforcers.
